Safeguarding when children don't use words - Protecting SEND learners with limited or no communication

This practical workshop supports Designated Safeguarding Leads (DSLs), SENCOs and pastoral leaders to strengthen safeguarding practice for children and young people with SEND who have limited or no verbal communication. It recognises that children who do not communicate fluently may still disclose harm through behaviour, physical presentation, emotional responses and alternative or augmentative communication methods.

Focusing on real world application, the session explores how harm can be communicated by pupils with delayed language, inconsistent speech, reliance on symbols, signing, AAC, or behaviour-based communication. Participants will develop their understanding of recognising patterns over time and avoiding the risk of misattributing safeguarding concerns to a child’s additional needs or communication profile.

Through discussion and a case-based scenario, attendees will examine how to differentiate between SEND-related presentation and potential abuse or harm, reinforcing that safeguarding thresholds must not be lowered for children with communication needs. The workshop also provides clear guidance on accurate, defensible recording and effective reporting pathways, ensuring the child’s voice is captured and represented in line with current safeguarding expectations.

By the end of the session, participants will feel more confident in making informed decisions, challenging assumptions, and acting appropriately to protect vulnerable learners who may struggle to communicate their experiences verbally.
